give him a little time. He wants to stay friend right now. Personally I think he wants to see if you are still the same person and see if its you he really wants to be with. Hang out often and go on dates but don't push him too hard or you may push him away. Give him a little more time and then ask him okay? He may be worried about ruining the relationship you guys already have.
