Would this be a tracking problem on my car?

hi ive recently had 2 new track rod ends put on my clio and now the car is steering all over the place and is locking up and just horrible to drive is this due to the work ive had done and do i just need to sort the tracking out my partner as looked at it and he said the more you tighten the track rods up the more it alters the wheels allignment is this true thanks
