What is shining so brightly in the north sky?

What is shining so brightly in the northern sky? (at 9:30 mountain time). Its below the north star, kind of opposite of the big dipper. It looks like its twinkling. I was in southern new mexico last week and i didnt notice it. now that im in southern colorado, i noticed it shining. is it andromeda?
